Unfortunately we cannot allow moderated members to use the PM system,
however you will be allowed one email per day, if the other member
you wish to contact have chosen to receive emails.

If we allowed moderated members to use the PM system, then spammers
could join as members and then immediately begin sending their spam
mails to all members via the PM system.   This has happened in the
past before we applied the restriction.
